How to access Paid Apps from Android Market outside US ?

While searching an Android Apps from the Android Market, I found that only applications are FREE showing in the list. Is there any Paid apps in the Android Market which is similar to the Apple iTunes Store ?

There are many Paid Apps in the Android Market that enabled for a specify country like United State. How can we access the Paid Apps outside the specify countries ?
